3108: Developing an Antiterrorism Plan

Technology, procedures, communication, training, and liaison are important components of an antiterrorism plan. By assessing threats, designing effective security measures, and using the terrorist’s need for target information, effective plans can be developed. Seize the initiative by developing threat and vulnerability assessments and building security measures that escalate with the threat level; designing observation plans that make efficient use of manpower and resources; creating random antiterrorism measures that make it difficult for an adversary to predict the resulting defensive posture; and developing response plans that allow a facility to react effectively to changing situations.
